  2. The fifteen-item cap. A garage cleanout or an estate is not fifteen items. It is a truckload, sometimes several.
  3. The wait. Free collection runs on a schedule. If you are closing on a house or a tenant moves out Friday, the next available date may not help.
  4. The carry. The city collects what is at the curb. If it is in a basement, up two flights, or you physically cannot move it, getting it to the curb is the job.
